Callimachus uses AI to capture institutional knowledge we would otherwise lose from departing federal employees.

Using advanced AI technology, we are creating a scalable, searchable database of civil service knowledge and expertise to help rebuild the federal civil service.

Since early 2025, the federal civil service has lost over 300,000 employees. But we didn’t just lose staff; we lost our institutional memory. This institutional memory is what allowed civil servants to fulfill their mission year after year. Administrations change; but decades of dedicated, consistent service from civil servants ensured that core government function did not fail. The departure of hundreds of thousands of expert civil servants jeopardizes this mission.

Callimachus interviews former civil servants to make sure that this valuable knowledge does not disappear forever. We conduct 4-5 hour interviews, capturing the critical 'how-to' knowledge of the people who did the work. We then use AI to summarize, store, and analyze this knowledge, creating a usable chatbot interface that we hope to get into the hands of Hill staff and transition team members. When they decide to rebuild the civil service, they can lean on Callimachus to learn from the people who did the work, teaching us how to navigate the process to rebuild right and deliver for the American People.

We want to contribute to preserving the key knowledge of how our government actually works. We believe that knowledge of the day-to-day realities of civil service is critical to rebuilding the civil service functionality we’ve lost. And we believe that, using AI, the technology now exists to make thousands of detailed, informed, expert opinions available to anyone.

We want to make Callimachus a key part of efforts to rebuild the civil service, demystify it, and rebuild the American public’s trust in it by delivering on the promise of an expert, well-trained, and well-informed civil service.
